CHAPTER 7: Cadet Organization
CHAIN OF COMMAND
The chain of command is the line of authority and responsibility along which orders are passed within a military unit. Decisions, guidance and information flow down the chain in the form of oral and written instructions. Information and recommendations used by cadet leaders in decision making also flow up the chain of command. Cadets should follow the chain of command when attempting to resolve a grievance. Give your immediate supervisor a chance to solve the problem first, and then see your supervisor’s supervisor, and so on up the chain. If you use the chain of command and are still not satisfied, you may speak with the Cadet Inspector General or your instructor.
CADET JOBS
The OK-962 cadet corps is organized as a Cadet Group. Cadets are assigned positions within the Group based on their abilities and interests along with:

Needs of the unit
To maximize opportunities for leadership training, cadet corps positions may be reassigned each semester. Cadets should accomplish the duties of their position to the best of their ability. The following job descriptions provide the major elements pertaining to the AFJROTC leadership positions.
GROUP COMMANDER (Corps Commander)
1. Leads the Group using staff and subordinate commanders.
2. Monitors all Group activities, facilities and resources.
3. Monitors the appearance, efficiency, training and conduct of the Group.
4. Establishes and publishes Group goals for the school year. Develops plans to accomplish Group goals. Monitors progress towards achieving goals.
5. Keeps the SASI/ASI advised of Group activities.
6. Prepares and presents an annual “Mission” briefing for the SASI, ASI, School Administration and evaluator (if external assessment year).
7. Supervises and evaluates the Group staff and organization/project officers.
8. Conducts weekly staff meetings and periodic commander’s calls.
9. Recommends qualified cadets for awards and promotions.
10. Performs other duties as assigned by the SASI.
DEPUTY GROUP COMMANDER
1. Assumes command of the Group in the absence of the Commander.
2. Assists the Group Commander in accomplishing his/her duties, as directed.
3. Supervises Group staff activities and serves as the Inspector General.
4. Periodically attends meetings of all leadership development activities and monitors the accomplishments and status of their programs/projects.
5. Prepares for all inspections, including external assessments.
6. Assists the instructors to conduct an annual self-inspection.
7. As directed by the SASI/ASI, conducts initial investigations of cadet complaints and recommends appropriate remedies.
8. Investigates reports of cadet misconduct. Presides over disciplinary boards, as required.
EXECUTIVE OFFICER
1. Organizes and maintains the Corps administrative files and continuity folders.
2. Develops and publishes a “plan of the month” including uniform of the day for each week, meetings, commander’s/enlisted calls, fundraisers, community service events, Color Guard events, and other cadet corps activities.
3. Records attendance and any decisions made at weekly staff meetings.
4. Maintains the classroom bulletin board and white board.
5. Plans, organizes, coordinates and executes unit fundraisers IAW EHS and AFJROTC rules.
GROUP COMMAND CHIEF
1. Advises the Group Commander on all matters pertaining to enlisted cadets, including training, morale, discipline and conduct.
2. Acts as a liaison between enlisted cadets and the Group staff.
3. Ensures cadet NCOs maintain and enforce AFJROTC standards including dress and appearance, courtesy, fraternization and public display of affection.
4. Counsels enlisted cadets concerning attitude, personal problems and similar matters in order to obtain their cooperation and self-improvement.
5. Conducts periodic NCO/enlisted calls.
6. Plans, organizes, coordinates and executes unit community service projects.
7. Enters community service events in WINGS.
OPERATIONS SQUADRON COMMANDER
1. Leads, directs and evaluates the activities of the Operations Squadron staff.
2. Responsible for the appearance, discipline, effectiveness, training and conduct of the Operations Squadron.
3. Establishes a training program for flight commanders, flight sergeants and flight guides.
4. Assists the instructors and Athletics Officer to prepare training plans for drill and ceremonies and physical fitness classes.
5. Recommends cadets for awards, promotion and recognition.
FLIGHT COMMANDERS
1. Maintain the appearance, conduct, discipline, efficiency and training of their assigned flight.
2. Maintain order and discipline in the absence of the instructor, including before the bell rings.
3. Master and teach Drill and Ceremonies.
4. Ensure all activities are conducted IAW established safety procedures.
5. Supervise and evaluate flight members. Recommend cadets within the flight for awards, promotion and recognition.
6. Document all problems involving attitude, discipline and other areas affecting completion of flight activities.
7. Keep flight members informed of unit activities.
FLIGHT SERGEANTS
1. Assist the Flight Commander in training cadets and other duties as required.
2. Take attendance and ensure all cadets are accounted for.
3. Prepare the flight for inspection.
4. Serve in place of the Flight Commander when required.
5. Ensure compliance with classroom rules and procedures.
6. Assist the instructor and Logistics personnel with uniform and equipment issue/return.
SPECIAL TEAMS OFFICER
1. Supervises special teams including Color Guard, drill teams, saber team, physical fitness, academic bowl and Cyber Patriot.
2. Coordinates special teams practice schedules with the Group Commander and instructors.
3. Keeps the Operations Squadron Commander informed of special teams activities.
4. Evaluates performances to ensure quality showmanship.
SPECIAL TEAMS COMMANDERS
1. Responsible for the grooming, appearance, discipline, efficiency, training and conduct of their teams.
2. Enter attendance at practice and events into WINGS.
3. Formulate performances and the routines involved.
4. Recruit new members.
ATHLETICS OFFICER
1. Manages the cadet Wellness and PFT program.
2. Develops and publishes a monthly PFT plan.
3. Organizes the Flight Olympics.
SUPPORT SQUADRON COMMANDER
1. Leads, directs and evaluates the activities of the Support Squadron staff.
2. Recommends cadets for awards, promotion and recognition.
PERSONNEL OFFICER
1. Maintains cadet personnel records in WINGS.
2. Processes cadet awards requests.
LOGISTICS OFFICER
1. Assists the Military Property Custodian (MPC) in the inventory of all accountable property.
2. Maintains accurate records of all accountable property in WINGS.
3. Assists the ASI in the issue, maintenance and turn in of accountable property, including uniforms.
4. Ensures the supply room is neat, clean and functional.
5. Issues replacement ribbons, ribbon racks and other accoutrements.
PUBLIC AFFAIRS OFFICER
1. Ensures cadet activities are photographed and/or videotaped.
2. Submits news articles and/or photographs to local and school news sources, HQ AFJROTC, and other interested groups concerning cadet activities.
3. Publishes a cadet newsletter covering all aspects of cadet life on and off campus.
RECRUITING OFFICER
1. Plans and conducts on- and off-campus recruiting activities, including Freshman orientation and visits to middle schools.
2. Contacts eighth-grade counselors to arrange visits to the middle schools.
3. Develops lists of cadets to participate in each recruiting event, and provides the list to the instructors no later than two weeks prior to the event.
4. Organizes and supervises the Awareness Presentation Team.
MEETINGS
Staff Meeting Procedures:
The staff will meet weekly at the day/time established by the Cadet Group Commander.
The Cadet Group Commander will preside at the staff meetings. In case of his/her absence, the Cadet Deputy Group Commander will preside.
All Group staff members and squadron commanders must attend. The Group Commander and/or squadron commanders may require other cadets to attend as needed.
The Executive Officer will record attendance and any decisions made.
Squadron commanders will ensure all members of their squadron are informed of decisions made at the staff meeting.
Other Organizational Meeting Procedures
Project Officers may call meetings as required.
All responsible personnel are required to attend meetings.
The Project Officer will enter attendance in WINGS.
